Liner and Lipstick in One Step
It is a sharpenable stick that draws the outline and fills the lip in the same pass. If you find a regular bullet lipstick hard to control, this format is much easier to steer. It is also the one to buy if you want a defined lip without paying for a separate liner as well.
The finish is semi matte, which sits between a flat matte and a shine. Some softness, not much gleam.
